Metro Staff

Richard Herman, Executive Director, Has over 30 years experience in both profit and non-profit enterprises. Early in his career he was Director of Married Student Housing at UCLA, overseeing the development and management of off-campus housing units (970 units). Before accepting the position of Executive Director of Metro, Richard was a senior management consultant with CSC Healthcare in Chicago, IL. His national consulting work focused on strategic planning, operations improvement, and change management. Richard is a graduate of the Oregon Executive MBA program.

Michelle Smith, Program Services Director, has a ten-year background in office administration. Michelle graduated from the  University of Oregon in 2006 with a degree in Planning, Public Policy, and Management and has worked at Metro for over 5 years. Contact Michelle at 1-541-683-1751.

Jill Chadbourne, Fiscal Director, has a strong finanical and compliance background. Jill works closely with the Finance Committee and the Property Management Company to oversee financial systems, reports, and compliance for Metro and all Metro properties.

LeighAnne Curtis, Resident Services Coordinator, graduated from the University of Oregon in 2006 and began working with Metro soon after.  LeighAnne works on-site at several communities, manages the youth programs, the nutrition programs, and referral services.

Board of Directors

Rick Larson, President, is a tax attorney with Johnson, Clifton, Larson and Corson and is a member of the Forum on Affordable Housing and Community Development Law. A life long resident of Eugene, Rick has been a member of the Metro board since its founding in 1992, and is also a member of the Finance Committee.

Harris Hoffman, Vice President was a partner of Lorig Associates for 18 years and specialized in business development, financial strategies, private/public partnerships and public sector negotiations.   Harris was the partner in charge during the rehabilitation and development of properties including: Lincoln School, US Bank Center and Broadway Place. He also played a role in the development team for Woodleaf Village, Metro’s first affordable housing Community. Harris also worked on multiple housing projects in Washington including student housing, special needs housing and the building of a 1200 units of affordable housing as part of Federal Hope VI development partnering with the Tacoma Housing Authority.

Jody Miller, Secretary, has been in real estate since 1994 and currently works at Windermere Real Estate. Jody worked formerly as a City Planner and Intergovernmental Relations Director for the City of Eugene. 541.465.8113

Barb Bellamy works with the 4J School District and recently joined the Metro Board of Directors.  Her plans include working with the recently formed Resource Development Committee to help with the fundraising and marketing plans for Metro and our Resident Services Program.  

Philip Farrington is the Director of Land Use Planning and Development for PeaceHealth Oregon Region.  He is currently the President of the Oregon Chapter of the American Planning Association, sits on the Citizen Advisory Committee for the Metropolitan Planning Organization, and is a member of the Board of Directors for the Springfield Chamber of Commerce. He has extensive planning experience in Oregon and has focused on community building in the broadest sense by utilizing his expertise in master planning, project management, government and public relations and engagement, and project implementation.

Mandy Jones  is the CEO of Oregon Community Credit Union and has more than 30 years of experience in the credit union industry. In her current position, Mandy is responsible for setting the strategic direction for the credit union as well as for overseeing all financial and operational areas. She is directly involved in long-term strategic planning focused on strategies for growth and financial stability.

Aaron Weaver is a first year graduate student currently serving on the Metro Board as part of the Scholars on Board program through the University of Oregon.   Aaron has extensive work experience and accreditations and is serving on committees and assisting with writing grants for Metro programs.
